I had never seen anything like this before. The vehicle is a motorized successor to the classic railroad hand carts and is known as a Fairmont Speeder. The were used to move along railroad tracks to allow the tracks to be inspected.
There is a club of people who own these Service Cars and mostly run them on a one mile loop of track at Prairie Village in Madison, SD. They are railroad buffs.
